We recently upgraded to Windows 10 and since then we have had random PC's Freezing for up to and hour. Today was a particular bad day and I have had around 20 machines freeze for an hour or more.

From event viewer they all have one thing in common and is DistributedCom Event ID 10016. Please see further down for more info.

I have read the blogs and found a fix however my question is this, I cannot go round to 20 machines editing registry settings and making changes, also when one change is made I restart the machine and another Dcom error is there in, so I have to do this a number of times on one PC.

Surely this cannot be right, is there something I am missing when installing new machines?

Can I do this through Group Policy?

Why is this happening on certain machines?

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID

{D63B10C5-BB46-4990-A94F-E40B9D520160}

and APPID

{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}

to the user NT AUTHORITY\SYSTEM SID (S-1-5-18) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

Any help in this matter and I will be grateful.

    YUP, seemingly have a failed hard drive after installing Stellaris updating steam and windows. Hard drive seems to work for awhile unless I play Stellaris via Steam, getting the Critical process Died BSOD. Hard drive managed to stay online to upgrade windows, lasted for install of Minecraft, Steam, and then Stellaris. Started all games and came back to a restart "system disk not installed" error but once again. Seemed to all originate from a recent windows update. Who knows, guess its time to buy something new... Just would make me feel better if I got to choose when I updated my system.

    Hi im having the same problem,

    Been getting bad game crashes and the only thing coming up on logs at the right time is this error.

    The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
    {2593F8B9-4EAF-457C-B68A-50F6B8EA6B54}
    and APPID
    {15C20B67-12E7-4BB6-92BB-7AFF07997402}
    to the user DESKTOP-R9ODVJ2\wycli SID (S-1-5-21-3500835659-225309218-3509913279-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

    Ive tried adjusting permissions as seen on another forum but when i get to the last few steps I am unable to complete the process due to a few check boxes being greyd out. Another person had this problem but the only thing that was said is the current account didnt have admin permissions. in my case it does tho. its the only account on my computer. Its frustrating not being able to play games . P.S Ive updated everything from BIOS to Windows to GPU Driver and still ddnt help. Any advice??

    Games Ive Tested are Valorant, R6 Siege and Star wars the old republic which have all crashed.

        Yeah, the "your software, your problem" answer is offensive, There are four seperate "your software" platforms that are dismissed as "your problem". I dispute this.

      I am playing Skyrim through Steam, which is quite unrelated to the above two posters, but they posted this month about the exact same issue I'm having.

      The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID {2593F8B9-4EAF-457C-B68A-50F6B8EA6B54} and APPID {15C20B67-12E7-4BB6-92BB-7AFF07997402} to the user USERNAME-WIN10\Username SID (S-1-5-21-1734803588-3694273184-3350553028-1001) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

      I tried a registry tweak from auto(1) to auto(0), rebooted, no joy.

      While the possibility exists that my hardware might suddenly be failing, or Steam is having issues, it's also possible that a recent update is causing this. I have played Steam on this box a long time with no random crashes until recently, and these are the only things in the error logs when I look for a root cause.

        Incidentally, this exact same software has been working just fine for years, up to and including this week. I did indeed uninstall, reboot, reinstall, reboot, and test. Same issue, reproducible to the point I switched games. My windows updates are current, and my hardware meets and exceeds requirements. Other games still work in steam. But at what point did Windows revoke previously available "permission for the COM Server application with CLSID {see above} and APPID {see above} to the user USERNAME-WIN10\Username SID (see above) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable)." The question has nothing to do with the software, it has to do with permissions being arbitrarily changed.

        When and why did this existing, functioning permission get revoked? Cuz I didn't change it.

        Hi, have same issue of spontaneous system crashes, somtimes several in a row within a few hours, but also can work voor days without any problem. This EventID 10016 with same CLSID and AppID is the only warning in my Windows logs, but when I checked, is see I have this error for a long time before the 1st crash.
        I did run several test programs to check my harddisk, video, CPU but no issues were found. Hardware and drivers (all up-to-date) seem to be fine.
        The AppID has the common name PerAppRuntimeBroker. Although no proof of any relation of this warning and the crashes, the common name gives me the impression there could be relation to the spontaneous crashes. Also because some crashes happened when no programs were running and I clicked the Windows button and even while a normal shutdown.
        But I noticed something that matches your report, my 1st crash was Oct 2nd, 2021. So seems obvious we got hit by an bad update. Maybe also related that my installation already 2 yrs old? Conflicting with older updates?

        Have you found any cause or solution so far?

        Nope. Microsoft is ignoring this post and this issue. I have now stopped trying to use Microsoft WinDoze for critical things. It's not reliable. Use Android and Google Docs for anything important.
