10 vI xo OW (n McHenry County's Cal Skinner Sr. By David Young Cal Skinner 73, vice chairman of the McHenry County Board and a conservative Republican who almost derailed the Regional Transportation Authority in 1974, died Wednesday in St. Joseph Hospital, Elgin, after a long illness. Despite his political leanings, he was something of a homespun phiJosopher capable of breaking up tense situations at public meetings. with a quip or parable.

He liked to joke that over his long career among other things he had worked as a state egg handler, a chinchilla Pro promoter and store detective. "When 37 percent of your people no longer own lawnmowers," he once philosophized in extolling the general public benefits of home ownership over apartment rental, "you lose." Mr. Skinner, a resident of Crystal Lake, got mixed reviews from the public as a candidate for political office, losing races for county auditor in 1964 and county clerk in 1978 but three times winning a seat on the County Board. Last year, Mr. Skinner returned to from cancer treatment to take his scat and dramatically cast one of the decisive votes for Ann Hughes, the first woman to be elected chairman of a county Vlasta Adele By Jerry Crimmins Vlasta Adele Vraz was the direc(10r of American Relief for Czechoslovakia after World War II, was arrested the Communist government there and later became the longtime president of the Czechoslovak National Council of America.

Miss Vraz died Tuesday in Central Du Page Hospital, Winfield, at age 89. Miss Vraz, a resident of Berwyn, was a third generation CzechAmerican and the daughter of a prominent Czech family here. Her grandfather, August Geringer, founded the first Czechoslovak national newspaper in America, Svornost, in 1875, which was published at 26th Street and Crawford Avenue. Her father, Enrique Stanko Vraz, was a famous Czechoslovak explorer and naturalist. Miss Vraz was born in Chicago and worked for the family newspaper, according to her longtime RYAN Elizabeth C.

He helped organize the opposition to an unsuccessful referendum proposal to create an academically oriented junior college in the late 1960s, then a few months later he turned around and helped organize the successful campaign for a community college oriented to vocational education. Mr, Skinner's leadership of a campaign to defeat the 1974 ballot proposal that led to the creation of the Regional Transportation Authority took on the atmosphere of a crusade and is something of a legend even today among professional political organizers.

The RTA won by a few thousand votes, largely, because of support in Chicago, but lost by a 13-1 ratio in Mr. Skinner's home county. Mr. Skinner is survived by a son, former State Rep. Cal Skinner two daughters, Janet Peters of Severn, and Ellen Desmond of Crystal Lake; and six grandlaughters.

Visitation will be between 5 and 9 p.m. Friday in the funeral home at 7715 U.S. Hwy. 14, Crystal Lake, and services will held at 1 p.m. Saturday in First United Methodist Church, in the same suburb.

that year, and during the war she served as secretary to the president of the Czechoslovak government in exile in Washington, Lonek said. In 1945, Miss Vraz was sent back to Czechoslovakia by the American Relief effort, first as an aide to the director, then as the director. After the Communist takeover of that country, Jan Masaryk, the noncommunist foreign minister, decorated Miss Vraz with the Order of the White Lion for her work on behalf of the children of Czechoslovakia. This occurred only a few weeks before Masaryk's mysterious death. On April 9, 1949, Miss Vraz was arrested by the Communist authorities and held for a week on an accusation of anti-government political activity. Protests from Czech-Americans and by the U.S. Congress prompted the Czechoslovak government to free her.

Miss Vraz was editor for 40 years of two monthly publications for the Czechoslovak National Council of America, the American Bulletin, and Vestnik. Services for Miss Vraz will be held at 10 a.m. Saturday in the chapel at 6507 W. Cermak Berwyn. She has no surviving relatives.
